Draft Plan Change 11 – Residential Density

Overview

This consultation is being undertaken in accordance with Clause 3, Schedule 1 of the RMA.

We are proposing to make some changes to the District Plan and are seeking feedback on the draft changes. This is initial feedback only; a formal submission process will follow later. These changes are around residential density and were recommendations from the Regulatory Effectiveness and Efficiency Programme (REEP).

The changes include:

  • reducing the minimum section sizes in the General Residential Zone from 400m2 to 300m2
  • enabling apartments as restricted discretionary activities in the General Residential Zone where:
  • a)  the site adjoins, or is immediately across the carriageway from, publicly- owned sport, recreation and neighbourhood open space zones
  • b)  the site adjoins publicly-owned natural open space zones that adjoin the mainstem of the Waikato River, or Lake Rotoroa
  • requiring two car parking spaces per apartment in the General Residential Zone
  • processing apartments as a non-notified activity in the Residential Intensification Zone.

WHAT HAPPENS NEXT?
The Council will consider whether to notify Plan Change 11 in the near future. If the decision is made by the Council to proceed with notification, we will invite formal submissions and the statutory process will proceed under the Resource Management Act.
