Overview

You may be aware that Hamilton City Council and the Government signed a Housing Accord at the end of last year as a way to increase housing supply and improve housing affordability in Hamilton.

Creating Special Housing Areas (SHAs) is a key mechanism for the Council to deliver on its commitments under the Housing Accord. SHAs are proposed areas of land – including sites not currently zoned for residential – that can be put forward for housing development by landowners or developers for consideration by the Council.

The first round of applications for SHAs closed on 29 September 2017 and the Council is now seeking public feedback on the proposals received. Two applications to establish SHAs have been submitted for the block of land north of Hutchinson Road, between the Waikato Expressway and the Waikato River.

You may be aware that the same area of land is currently the subject of a private plan change application. This being Plan Change 2-Te Awa Lakes Private Plan Change. While these SHA applications rely on a number of the same technical reports as the private plan change, these applications for SHAs are independent of the plan change and will be assessed separately. The two SHA applications are known as Application A and Application B. These two applications, while similar in nature, are being assessed independently of one another.
