Stage 2: Further submissions

Overview

Plan Change 14 – Flooding was open for submissions in January/February this year.

A summary of submissions and copies of original submissions were made available on 2 April, and you can make a further submission until 16 April 2025.

What is a further submission?

A further submission may only be made in support of, or opposition to, another person’s submission. You can’t raise new issues. It provides an opportunity to assess the effect an original submission may have on you, and have your views considered by accredited Commissioners along with the original submission.

You do not need to have made an original submission to make a further submission.

Note to person making further submission:

You must serve a copy of your further submission on the original submitter within five working days after it is served on the local authority. This is your responsibility.

Please note that your submission (or part of your submission) may be struck out if the authority is satisfied that at least one of the following applies to the submission (or part of the submission):

  • it is frivolous or vexatious
  • it discloses no reasonable or relevant case
  • it would be an abuse of the hearing process to allow the submission (or the part) to be taken further
  • it contains offensive language
  • it is supported only by material that purports to be independent expert evidence but has been prepared by a person who is not independent or who does not have sufficient knowledge or skill to give expert advice on the matter.

What's next?

After further submissions a report will be prepared on the proposed changes and a hearing date will be set. Any submitters and further submitters who wish to be heard will be notified of this date. After the hearing, the commissioners will make their recommendations, and we’ll let all submitters, and the public know the outcome.

What is Plan Change 14?

Plan Change 14 makes changes to the District Plan (our rule book for development) to ensure that as we grow, our community and housing are resilient to flooding caused by extreme weather.

Rules to protect us from flooding are not new – we have had rules in place about building in flood hazard areas for some time.

We now have new flood modelling data that maps the entire city, so we can better understand the full range of impacts.

This includes more accurate and detailed information about different types of flood information.
